The Failure of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: optimistic declarations are released from multiple capitals. Significant resources is expended on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles flew past – modern combat jets supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through Western nations. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are clearly incapable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, persist.

Political Considerations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to surrender the areas that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not change more in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until conditions improve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
